Just yesterday, it was announced that Gov-elect Corbett had selected Carol Aichele to serve in his cabinet as Secretary of the Commonwealth. Today we learn that Carol will be able to carpool to Harrisburg with another Aichele family member.

Corbett has selected Carol’s husband, Steve Aichele, to serve as the state’s Chief Counsel. Chairman and Chief Executive Officer of major Philadelphia law firm, Saul Ewing, Corbett will oversee the Commonwealth’s legal department which employs 500 attorneys and represents the governor and 32 executive and independent agencies.

Epitomizing the phrase, ‘all in the family’, Carol and Steve Aichele are certainly Malvern’s newest power couple going to Harrisburg.

Keeping Tredyffrin’s Interim Supervisor Appointment ProcessTransparent

As a personal effort to understand the township’s interim supervisor candidate interview process, I sent the following email to Mimi Gleason yesterday and copied Tredyffrin’s solicitor Tom Hogan and the Board of Supervisors.

Mimi –

I have a couple of questions concerning the interim supervisor candidates and interview process; and hope that you can help.

(1) Understanding that yesterday, January 10 was the deadline for residents to submit their bios, resume, etc. to the township if interested in the interim supervisor position, could you please tell me if any additional applications were received. That is, any additional applications other than those received from John Bravacos, Eamon Brazunas, Mike Heaberg and Kristen Mayock.

(2) As stated at the January 3 Board of Supervisors meeting by Chairman Bob Lamina, we understand that all interim supervisor candidates will be interviewed. Now that the deadline for receiving applications has occurred, could you please let me know the anticipated schedule for interviewing candidates? With the clock ticking and the time constraints of the individual supervisors and candidates, I imagine that finding an acceptable candidate interview date is difficult.

The residents were informed of the candidate interviews at the last Board of Supervisors meeting and we all understand the importance of the process. As the candidate process is public information, your response to this inquiry would be greatly appreciated. Thank you in advance and I look forward to hearing from you at your earliest convenience.

There are reports of Sunshine Act violations by elected officials in other municipalities almost daily in the newspapers. My email to Mimi was a personal attempt to encourage an open and transparent process in the interim supervisor appointment; thus avoiding any suggestion of Sunshine Act violations by our township officials.

There may be ‘doubting Thomases’ among you, but I am pleased to report that I received a response to my inquiry from our township manager by the end of the day. In an email reply, Mimi confirmed that no additional residents applied for the supervisor vacancy. John Bravacos, Eamon Brazunas, Mike Heaberg and Kristen Mayock are the four township residents to be considered for the interim supervisor position.

Mimi confirmed that it is a “ . . . challenge finding an interview date.” She explained that she does not have a date or any more information on the process. However, Mimi offered that, “When it’s sorted out (and yes, that has to be soon) . . . “ that she would let me know the plan.

It appears that our township manager (and supervisors) understand the importance of keeping the interim supervisor appointment process open and transparent to the community. As information about the appointment process develops, I will keep readers informed through Community Matters.

TESD Finance Meeting Update – TESD owns 16 acres in Chesterbrook!

I thank Ray Clarke for attending last night’s TESD Finance Committee Meeting. In discussion of the 2011/12 budget, the school district is trying to balance the preservation of the quality of education vs. the need to reduce costs and the challenge that struggle presents.

In reading Ray’s notes, I was surprised to learn that the school district owns 16 acres in Chesterbrook! This is interesting news to me because I thought there was only one remaining building lot in Chesterbrook and that is property owned by Pitcarin. Perhaps the acreage owned by TESD is directly adjacent to the Valley Forge Middle School and was purchased should the need arise for expansion to the middle school? If the property is not located directly adjacent to the middle school, than I am not sure it can be used for building.

Any readers with more information on these 16 acres? How did the school district come to own it . . . and why. Ray wonders if the property is deeded open space. If this is protected property, I guess I am naive because I didn’t know that TESD owned this type of property. Qyestion — is selling the Chesterbrook property an option? Don’t know if that is a viable solution (given the current economic situation) but one does have to wonder the value of the property.

Ray Clarke’s notes from 1/10/11 TESD Finance Committee Meeting:

After a great BCS game (which will have pleased Rich Brake!), a few of my takeaways from the meeting. It was taped, so readers will be able to judge for themselves. The focus was on current year performance, the details of the financial projection model and a quick run-through of the “Level 1” budget strategies.

1. The usually solid financial administration stumbled quite a bit in its attempt to explain the details and to reconcile the different looks at the financials and assumptions. It was really hard to follow, and I’m sure the next iteration will be better. It’s important that it is!

2. The current year continues to track better than budget, towards a very small fund balance contribution, depending on unpredictable (really?) movement across the salary matrix. There seems to be an interesting no-cost opportunity for Kevin Buraks’ law firm to ratchet up delinquent collections. Nice to see a budget strategy show up in increased rental income.

3. There’s room to tweak the assumptions in the projection model and its associated $7.6 million gap in 2011/12. Perhaps the base for medical benefits may end up being too high if current experience carries through (but it’s not clear why costs for fully covered T/E employees would have the same experience as the population at large). Also there was a very important discussion about purchased services, often required for special education amongst other things. The message is clear: even if quantity has to increase to meet needs, the only direction for price has to be down. The administration was unable to provide the P/Q split for the projected 5% increase

4. Dr Waters introduced the budget strategy discussion with a statement to which I won’t do justice here, but essentially noted that what worked in the past may not do so in the future and so not all change is bad, that not everything the district does is mandated or essential to educational quality and that the community can choose the level and timeliness of services it is willing to support. Many of the $1.3 million in Level 1 strategies look realistic and even already in place (although a good number are one time), but others need debate and union cooperation. Perhaps $1 million to take to the bank.

5. We didn’t get to Strategy Levels 2 and 3 (need more video game practice?!), but I encourage everyone to find a copy before the next meeting. There are many that look like good ideas, but also many for which I myself would pay more taxes if I were convinced there were no alternative options. And, who knew, there are 16 acres of idle district property right in the middle of Chesterbrook! Not sure if it’s deeded open space or if it’s developable.

6. Some discussion of the next TEEA contract, making it clear to all, as has been pointed out here, that the current matrix will be done on June 30, 2012. After that the district position needs to be: what combination of salary, benefits and deferred compensation comes to a level that the community can afford? Of course, as opposed to that, being frozen on the matrix with no new contract may be a reasonable union strategy (viz: Neshaminy).

Finally, a “Must See” event for the Valentine’s Day Finance Committee – our “Strategic Debt Counselor” will be on hand to prevaricate about the relationship between bond rating and fund balance.

And Then There Were 4 . . . Tredyffrin Interim Supervisor Candidate Drops Out

I have learned that Joe Muir has withdrawn his application from consideration for the interim supervisor vacancy. Mr. Muir was a member of Tredyffrin’s 2009 Budget Advisory Working Group (BAWG). He has a Marketing and Finance degree from Susquehanna University and his career has been in sales and sales management in the healthcare industry and is currently employed by IMS Health. I do not know the reason for Mr. Muir’s decision to withdraw as an interim supervisor candidate. I also do not know whether Mr. Muir will be a candidate in the Special Election.

Currently, there are four remaining interim supervisor candidates for consideration by the Board of Supervisors: John Bravacos, Eamon Brazunas, Mike Heaberg and Kristen Mayock. The deadline for submission of resumes to township manager, mgleason@tredyffrin.org is Monday, January 10.

Following the candidate interview process, the Board of Supervisors will vote and appoint a supervisor on Monday, February 7.

PA Sunshine Act Requires Tredyffrin’s Interim Supervisor Candidates to be Interviewed in Public

At the January 3 meeting, township supervisor Bob Lamina formally announced a board vacancy. Interested residents were invited to submit their resumes to the township manager by January 10. The process for appointing a new supervisor as explained by Lamina was that the candidates would be interviewed by the supervisors and then a vote and appointment would take place at the February 7 Board of Supervisors meeting.

This process appeared to be straightforward to me. As you know, I called the township manager and received the names of the five individuals that had submitted resumes. I contacted the candidates and asked for their resumes, bio, etc. Three of the candidates (John Bravacos, Eamon Brazunas, and Kristen Mayock) supplied the information to me and the other two candidates (Mike Heaberg, Joe Muir) choose not to provide the information. In lieu of a resume from these two candidates, I provided a short bio.

What a difference a day makes! After numerous calls, emails, etc. I now understand that Pennsylvania’s Sunshine Act complicates what appeared to be a simple, straightforward process to interview the interim supervisor candidates. Under the Sunshine Law, the selection of a replacement supervisor is required to proceed in a fashion that is substantially different from what would likely be the case in a non-municipal setting.

At the beginning of each township supervisor meeting, the chair of the Board of Supervisors announces the topics that were discussed in Executive Session. There are only three topics that qualify for private discussion (for purposes of reaching a decision) by the supervisors. Those three, that qualify under certain circumstances for Executive Session consideration involve: 1) certain legal related items; 2) certain real estate acquisition related items; and 3) certain personnel related items. The twist with #3 (and the reason that interviewing supervisor candidates does not qualify) is that a township supervisor is not an employee, from the standpoint of qualifying as a ‘personnel type’ that may qualify for executive session activity. In other words, the whole process, including the interviews for a replacement interim supervisor, is required by the Sunshine Act to occur in advertised public meetings.

If you are interested in further information, here is a link to the Sunshine Act, http://www.openrecordspa.org/sunshine.html A statement to consider from the Open Records website, “Open meetings are the basis for positive discussions between citizens and their elected officials. Government decisions should not be made in secret.”

So what does all this mean for the selection of an interim supervisor for Tredyffrin . . . ? It seems clear to me that the Sunshine Act requires public agencies to hold open meetings, provides for behind-closed-doors executive sessions in certain cases but specifically prohibits ones “involving the appointment or selection of any person to fill a vacancy in any elected office.” There is a regularly scheduled Board of Supervisors meeting on Monday, January 24 where the interview process of prospective interim supervisor candidates could take place. Since all Board of Supervisors meetings are advertised, I am guessing there would be no additional advertising (or expense) to the township. On the other hand, if I understand the Sunshine Act correctly, a Special Supervisors Meeting could be scheduled (and advertised) for interviewing the candidates.

However, the clock is ticking . . . so I suppose that the township manager, solicitor and Board of Supervisors are working on the next step to schedule the interview date for the five candidates. Again, remember you can still submit your resumes through Monday, January 10 to the township manager, Mimi Gleason at mgleason@tredyffrin.org. Having received emails/phone calls for me to encourage her, I am going to have another conversation with Judy DiFilippo and see if I can convince her to submit her resume to fill the interim supervisor position.

Tredyffrin Interim Supervisor Candidates . . . Bravacos, Brazunas, Heaberg, Mayock, Muir

Because of Warren Kampf’s resignation from the Board of Supervisors, there is a vacancy for an ‘interim supervisor’. The interim supervisor will serve on the Board of Supervisors until the Special Election in May.

At this week’s Board of Supervisors meeting the vacancy was formally announced and interested residents were asked to send their resumes to the township manager by Monday, January 10. Because the vacancy was anticipated, the interim supervisor position has been advertised on the township website since early December. Residents who have applied for the interim supervisor position is public information and I contacted the township manager for the list of candidate names.

After receiving the names, I sent an email to each candidate explaining that I would be writing an article and would be including the candidate names. As a means of keeping the selection process transparent and open, I offered to include a “summary of experience, brief bio or a personal statement” with the article if provided by the candidate.

Sometimes elected officials find it easier to embrace open government in theory than to facilitate citizen access. By keeping the candidate process in the public’s eye, I hope the supervisors will be open, transparent and accountable to the residents of Tredyffrin as they interview the candidates and ultimately choose the interim supervisor.

The intention of this post is to provide information to the public. Although I will accept comments on this post, I ask that your remarks be thoughtful and accurate. As a former political candidate myself, I know how it feels to be on the receiving end of negative campaigning and misrepresentation of issues and I do not wish to see these candidates have similar experiences!

Armed with hope, we tackle a new year . . .

Oscar Wilde, the great 19th century literary figure, wrote, “We are all in the gutter, but some of us are looking at the stars.” And so, just as we began 2010, so we begin 2011 – with a long list of hopes and dreams for the New Year. Yes, that time of the year is upon us again.

‘Tis the season to reflect on the year gone by and make resolutions and wishes for a better 2011. We resolve to be especially good to ourselves. We’ll eat healthier, we’ll make our lifestyles more sustainable, we’ll be more frugal (the current economic climate leaves us little choice), we’ll turn over that proverbial new leaf that pops up every year around this time . . .

We will wish good thoughts for the New Year. The economy is atop nearly everyone’s list of hopes for the coming months. More jobs. Better growth numbers. We will hope that our elected officials in Washington, Harrisburg and yes, in Tredyffrin Township always put the people’s best interests ahead of their own. There is a lot to wish for. Indicators are pointing to improvement, but patience is in order since the economy has quite a way to go to return to something approaching normal.

The year 2011 certainly won’t be a carefree one, but there’s no reason it can’t be a happy one. Happy new years don’t happen automatically. They require a lot of work, a lot of planning, and more than a little bit of luck. There’s not much anyone can do about number three, but those first two factors are something members of this community understand and are good at.

Happy new years are never guaranteed. But as they arrive, they offer the chance for all of us to find our footing and focus and resolve — an opportunity to learn from past mistakes and move forward.

Here’s to a happy 2011 and remembering to take time for “looking at the stars”.

Citizen Journalists Can Make a Difference . . . Community Matters Keeping Company With CNN & Reuters News!

Who could have predicted that I would see my words and Community Matters quoted in a citizen journalist article . . . and keeping company with the likes of Reuters News and CNN! Yes, in “Citizen Journalists End 2010 With a Bang”, writer Susan Cormier refers to me as a blogger receiving notice from professional journalists as credible and worthy of adding to news sites. (see article below). To say that I am honored and flattered to be included in the article would be an understatement!

I feel that sometimes we all can become engulfed in the mainstream media, whether the outlet is MSNBC, CNN, FOX, New York Times, Philadelphia Inquirer or our local newspaper. We all have the ability, and the right, to state our opinion. Citizen journalism allows for people to connect with one another regarding issues or opinions they have, . . . regardless if those involved are in agreement or not. Citizen journalism is important and sometimes I think it’s underestimated.

Tom Murray including Community Matters on the front page of Mainline Media News validated the value and place that it serves in mainstream media. Susan Comier’s article salutes citizen journalists and credits those more traditional news outlets (like Mainline Media News) with appreciating and understanding the value of citizen journalists in today’s world.

Susan C. Cormier is from Denver, Colorado and has more than 28 years of experience in the media arts, including stints as a broadcast writer, legislative bureau chief, city editor and now citizen journalist. Susan is the head coach in charge of training at the National Association of Citizen Journalists (http://nacj.us/) and co-author of the “Handbook for Citizen Journalists” (http://www.citizenjournalistnow.com/).

Citizen Journalists End 2010 With a Bang

Exciting developments and investments involving citizen journalists were announced during the last couple of months of 2010.

Here are just some of the news items:

1) Thomson Reuters announced Dec. 14 that it will partner with citizen journalism site, Examiner.com, and other U.S. content providers as part of the company’s multimillion-dollar investment to help meet the needs of U.S. newsrooms. In a Dec. 14 press release, the news agency said its goal is to increase its domestic news offering, and to offer publishers and broadcasters the tools they need to increase efficiency, reduce cost and drive revenue. Examiner.com, whose 65,000 citizen contributors – or examiners – generate thousands of articles daily with “fresh, original and locally relevant content,” is just one of the entities involved in the Reuters America project, according to the press release. Other outlets distributing content through Reuters include The Wrap News, SportsDirect Inc., The Sports Xchange, US PRESSWIRE and SB Nation.

2) Yahoo announced on Nov. 15 that it was launching a contributor network to add the “voice of the people.” In its press release, Yahoo! said it “is inviting people to contribute to many of its most popular sites with the launch of the Yahoo! Contributor Network, a new platform for people to publish their creative content on Yahoo! The Yahoo! Contributor Network . . . will bring contributions from more than 400,000 writers, photographers, and videographers to the Internet’s largest media destinations. . . . ”

3) On Dec. 15, it was announced that blogging community network Global Voices and citizen journalism wire Demotix will begin sharing text and images.

On the Demotix blog, CEO Turi Munthe said: “We share a profound commitment to the ‘crowd’ and its power, and a profound commitment to opening the news conversation. Global Voices run the best network of global bloggers anywhere – to combine their work with our images has always made sense.”

4) CNN, which first began accepting citizen reports in 2006, celebrated citizens’ involvement with a video released Dec. 16 that showcases 194 iReports from 194 countries.

While these are some of the larger stories that have appeared in recent months, there also a couple of smaller stories that are worth noting as well.

Gannett is adding to its investment in TucsonCitizen.com, a community journalism site created when the Arizona newspaper closed down in May 2009. The site was designed to satisfy Justice Department requirements regarding Gannett’s Joint Operating Agreement with Lee Enterprises, publisher of Tucson’s other daily, the Arizona Daily Star.

With the persistent and very capable leadership of site editor Mark Evans, TucsonCitizen.com now has 65 citizen contributors and has nearly doubled its page views from the same time last year to almost 1 million a month.

Evans said he no longer fears that he will come to work one day and learn that the site will be closed down.

Just the opposite appears to be happening. With Gannett funding, Evans was able to hire Anthony Gimino as a full-time employee beginning Jan. 3 to oversee the TucsonCitizen.com’s growing sports blogging network and to assist in the overall administration of the community website. Also in January, a part-time social media editor will be hired to help with the site’s social media efforts and to grow the site’s audience.

In Pennsylvania, Pattye Benson is among the bloggers being noticed by professional journalists as credible and worthy of adding to their news sites. Benson, who has been writing her blog, Community Matters, for a year, announced Dec. 17 that she could now be found on the newspaper website of Mainline Media News.

Benson notes on her blog: “There have been a few naysayers who have questioned if my blog was mainstream journalism. Tom Murray’s offer for Community Matters to ‘live in the space’ of the newspaper validates this citizen journalist and hopefully now quiets those critics.”

There may be many more smaller stories like these last two, but I just don’t know about them. All-in-all, I’d say the outlook is pretty bright for citizen journalists and bloggers. I can’t wait to see what 2011 brings.

TESD Special 2011-12 Budget Meeting . . . How to Fund $8.8 Million Budget Gap

Monday, January 3rd is an important Special T/E School Board Meeting. The meeting will be held at TEAO, Room #200, 940 W. Valley Road, Suite 1700, Wayne at 7:30 PM. For those unfamiliar, the building is located in a corporate complex just beyond the Southeastern Post Office. The meeting will focus on options to close the $8.8 Million budget gap in the 2011-2012 school budget.

In the last week, many of you have weighed in about the school budget deficit and the commentary has been very useful. However, there is no way to know if the School Board members follow Community Matters and have read our remarks. My guess is 2-3 of the board members regularly read the posts and comments but we cannot be sure of the others. That is why it is important to make sure that our voices are heard . . . you can attend Monday’s meeting and offer your remarks during the public comment section, or you can send the school board an email in advance of the meeting.

Dear School Board

I hope that you will take the following considerations into account as you vote for a preliminary budget on January 3rd, and conclude, as I do, that you should continue TESD’s sterling performance of increasing property taxes at a rate no more than the Act 1 index.

1. An increase in property taxes reduces the ability to finance house payments. Home price affordability in the past decade was stimulated by lower interest rates, despite the 50% increase in TESD property taxes. Now the bubble has burst, and short term prices are under yet more pressure from rises in mortgage rates and reduction in government subsidies. Prices remain above long term trend rates and many forecasts are for continued decline. The more the decline, the more homeowners will appeal assessments, the less revenue you will raise.

2. There is opportunity to focus spending further. The proposed preliminary budget has over 1/3 of expenses in “non-instructional” costs. The single best thing you can do to maintain the quality of the program is to attract the kind of residents that value education. High performing parents will be the source of high performing students. Smart parents do the calculus weighing test scores, college entrance results, key extra-curriculars (eg: sports, music) against cost. They’ll look for a School District that is as focused on performance and results as they are. (And of course the District Communications/PR program plays a role here).

3. The District can reduce the $28 million Fund Balance. As I recall from the Auditor presentation, that balance is substantially more as a percentage of expenditures than other districts. Although I expect you to do the work suggested by Mr Buraks to confirm the feasibility, I believe that more of this money can be returned to tax payers to pay for near term deficits while the cost structure is realigned through efficiencies and better employee contracts.

4. Holding the tax increase to the Act 1 level allows further analysis to determine the absolute floor in expenses and – if indeed a large tax increase is necessary – the most efficient and equitable option for raising revenues. I believe that you can not ignore the benefits of claiming an income tax that is already paid by a substantial portion of the district’s residents and for which the circumstances have changed dramatically over the past five years.

State Representative-Elect Warren Kampf Revisits His Campaign Promises

Warren Kampf confirmed his campaign platform of fiscal responsibility and promise to honor that commitment to the residents in a recent article in The Phoenix. Previously Kampf had publicly stated that he would not be taking the automatic cost-of-living (COLA) salary increase. However, we are now learning that Kampf plans to continue cost-cutting measures in various other ways. I was pleased to read that Kampf will not be taking the State’s allowed per diem but choosing instead to receive reimbursement for actual expenses. In my opinion, I cannot imagine reimbursing elected officials any other way!

Kampf also states he will not be taking the state-assigned car and opting instead for actual mileage reimbursement. I am not sure how the cost differs between a state-assigned car vs. actual mileage expenses. On the surface, it would seem that turning in mileage expense would be cheaper but a source in Harrisburg suggested to me that it is actually cheaper for taxpayers if state representatives opt for use of a state car. Just an interesting aside, and I am not sure if the expense can be confirmed one way or the other.

As another form of fiscal responsibility, Kampf announced that he would not be taking the state’s defined-benefit pension plan and will work on the creation of a defined 401K-type plan for legislators and state employees. The state’s pension plan could certainly use reformdid you know that more than half the state’s municipal pension plans are less than 90 percent funded? Calculated as the ratio of assets to liabilities, 644 municipal pension plans are labeled as “distressed” by the state’s Public Employee Retirement Commission (PERC). Of those, 26 are less than 50 percent funded and branded as “severely distressed.”

In an effort to lead by example, Kampf is taking his cost-cutting campaign promises to Harrisburg. Elected officials struggle to understand the pain of their constituents (especially in such severe economic times) so I give Kampf credit for his personal cost-cutting decisions.

It is my understanding that Kampf will have a State Representative office in the Malvern Federal bank building in Paoli. With just days remaining before his Harrisburg swearing-in, he most assuredly has hired a chief of staff and other constituent service staff for his Paoli office. The broad scope of the 157 district will require experienced and knowledgeable staff; I am curious about his staff selection.
