PA volunteer firefighters can now ease funding woes by soliciting drivers on the side of the road – Is this what we want for our first responders in Tredyffrin?

Firefighters fundraising 1PA Governor Wolf signed new legislation last week (Act 57) which allows first responders to solicit donations at stop signs or traffic signals. Fire companies will need to get written permission from the local municipality and the solicitations are to drivers are limited to controlled intersections (stop signs or traffic signals) and are required to have the necessary liability insurance. The new law goes into effect within 60 days.

This new fundraising legislation may be a useful tool for some volunteer fire companies in Pennsylvania; particularly rural or areas suffering severe economic issues. But the question for Tredyffrin residents is whether we want to see our volunteer firefighters soliciting drivers on the side of the road as a way to fill budget gaps.

Representatives from fire companies (Berwyn, Paoli and Radnor) that serve Tredyffrin Township residents have repeatedly voiced concern about the increasing demand for fire and rescue services and the lack of reliable funding. As a result, T-E Fire Companies Funding Coalition comprised of fire companies from Berwyn, Paoli, Radnor and Malvern was formed with a mission to work with government officials to provide sustainable and adequate funding.

The ongoing need for recruitment and retention of volunteer first responders remains a concern. The time demands for volunteers are so severe, both fire-related and otherwise. Because people are spending more time on their ‘day’ jobs – there’s just less discretionary time to do anything else, including being a volunteer. For those who do manage to carve out time for serving as a volunteer firefighter, they want that time to be directed towards firefighting responsibilities not used for fundraising.

The cost to maintain a fire company; its building, equipment, training – continues to increase, with the cost of a new fire truck running in the tens of thousands of dollars. With the growth of both residential and commercial development in the area, the demand for fire and emergency service also continues to escalate.

According to the Berwyn Fire Company, less than 25 percent of fire service funding comes from the government. If the fire companies shuttered its doors, the township would still be responsible for providing fire protection. The old formula is no longer working … there is a need for sustainable funding.

Tis the season for budget discussion, including fire department funding – the Board of Supervisors meeting at 7 PM tongiht includes the ‘2016 Preliminary Budget and on Thursday, November 19, 10 AM – 12 PM, the public is invited to attend the Budget Open House at the township building.

Our volunteer firefighters should not be forced to close budget gaps with car washes, turkey raffles, spaghetti dinners or soliciting drivers on the side of the road. These young men and women need to know they can count on our elected officials to provide adequate and sustainable funding.

The story behind Tredyffrin Township blue & white appreciation signs for police

Most of the political campaign signs have now disappeared from lawns and public areas. However, in their place, you may have noticed the blue and white lawns sign which have appeared throughout the township with the words, “Thank You Tredyffrin Police … We Honor You”.

Without a ‘sponsored by’ indication on the appreciation signs, it was unclear what organization or individual(s) was behind the signs. With a little investigation, I tracked down the background story and can report that the public display of support for our local police department began with the efforts of township resident Rich Sherwin and his wife Donna of Malvern.

I spoke with Rich Sherwin and he explained that the project started over his concern for the negative portrayal of police officers in the country. As a result, Sherwin wanted to show his appreciation for the local Tredyffrin Township Police Department. During a meeting with several Tredyffrin police officers, Sherwin thanked the officers for their service and asked if there was anything the department needed.

Citing township budget cuts and the elimination of two officers, Sherwin was told that the police department was somewhat shorthanded. Sherwin noted that the officers were not complaining and were supportive of the supervisor’s efforts in keeping the tax base low.

Sherwin learned of the following department needs from the Tredyffrin police officers:

  • Drug sniffing dog (cost $10,000) – the police cited the increasing drug situation in the township
  • Motorcycle (cost $25,000) – to help with monitoring the new township trails
  • Video cams (cost $300/ea., 40 officers = total $12,000)

Following the meeting with the township police, Sherwin sent a letter to neighbors and friends, explaining the details (above) and the designation of November 14 – 23 as Tredyffrin Police Appreciation Week.

With the help of State Rep. Warren Kampf, a committee was formed and the Sherwin’s kicked off the program with a $1,000 donation. In hopes of funding a drug sniffing dog as the committee’s first donation to the police, Sherwin’s appeal letter to residents suggested a donation of homeowners of $100 – $1,000 with checks to be made to ‘Tredyffrin Township Police Activity Fund’. According to Sherwin, the fundraising efforts have raised over $11,000 to date and all checks have been turned over the Tredyffrin Township Police Department.

Beyond making a financial contribution or displaying the blue and white support police signs, there are other ways to show your support. The ‘True Blue Community Tree Lighting’ ceremony tree lighting ceremony is set for Saturday, November 14 at Malvern Federal Bank in Paoli to kick off the police appreciation week – all residents are invited to attend. Tredyffrin Township Appreciation Week

I attended the True Blue Community tree lighting tonight. Well attended by residents and police, State Rep Warren Kampf led the brief ceremony with a moment of silence for the Paris victims and their families. As the US and the world morns together over this latest senseless act of terrorism, there was something very moving to see the blue lights and the American flag tonight.

Thank you to the Tredyffrin Township police officers and first responders the world over … tonight our thoughts are with the victims and their families in Paris.

Republicans win all 4 seats on Tredyffrin Township Board of Supervisors and Democratic candidates win 3 of the 5 seats on TE School Board

The results are in for Tredyffrin Township Board of Supervisors and the TE School Board. Four supervisor seats and five school board seats were up for grabs with only one incumbent supervisor candidate, Paul Olson (R) and one incumbent school board candidate Kris Graham (R) seeking reelection. The four open seats on Tredyffrin Township Board of Supervisors went to the Republicans and three of the five seats on the TE School Board were won by Democratic candidates.

For the two at-large supervisor seats, Republicans Sean Moir and Trip Lukens will replace Michael Heaberg (R) and Kristen Mayock (R) who did not seek reelection as at-large supervisors in Tredyffrin. The results are as follows:

In the Tredyffrin West 3rd District supervisor race, Heather Greenberg (R) beat Yolanda Van de Krol (D) by 27 votes and will take the vacated seat of John Buenaventura (R) who did not seek reelection. The results are as follows:

Paul Olson (R) retains his seat as Tredyffrin East 1st District supervisor against challenger Tory Snyder (D). This was the second match-up for these two candidates. Four years ago in a close race, Snyder lost by 13 votes to Olson. In the 2015 race, 20 votes separated the two candidates. Olson is the longest serving supervisor in Tredyffrin Township history with more than thirty years of service. The results are as follows:

The one incumbent TE School Board director Kris Graham (R) finished in last place in the Tredyffrin Region II race. Turnout was high in the precincts close to Valley Forge Middle School so it appears that fencing was an important issue to voters. Stressing transparency and public engagement during the campaign, Michele Burger (D) and Ed Sweeney (R) were the top vote recipients. The race results were as follows:

Tredyffrin Township Police Department brings multiple pornography charges against middle school students in the TE School District

Today the Tredyffrin Township Police Department filed multiple pornography charges against three middle school students at TE Middle School and Valley Forge Middle School for allegedly creating and sending sexually explicit images. According to the police report the images included nudity and child pornography. The ages of those charged range from 11 – 15 years old. Suspects viewed and shared the images while in school. The investigation by the Tredyffrin Township Police began in April 2015.

An excerpt from the Tredyffrin Township Police Department press release of November 3, 2015 is as follows:

The Tredyffrin Township Police Department has announced that Juvenile Allegations have been filed against three (3) juveniles, for different incidents related to the creation and distribution of intimate images and harassment. The distribution of intimate images can range from a charge grading of a summary offense to a felony, depending on the age of the participants, the age of the receiver of the image and circumstances involved in the viewing, storage and distribution of the intimate image.

In this case, those intimate images consisted of pictures or videos of students who attend Tredyffrin-Easttown School District middle schools; Valley Forge Middle School and T/E Middle School, as well as images retrieved from the internet. The age of the juveniles charged ranged from age 11 – 15 at the time the incidents occurred. Additional juveniles are likely to be charged in the near future.

The allegations were a result of investigations which were begun in April of 2015 by Tredyffrin Township Police Department and are continuing. During the investigation it was reported by both victims and participants, that intimate images consisting of child erotica, nudity, child pornography and pornography were created, sent, stored, and viewed by a number of students both at their homes and while at school.

In most cases the images and videos were sent voluntarily by the juveniles to other minors. In some cases intimate images were sent to unknown persons who were met in Cyber Chats conducted with various social networking applications. In another case, a student offered to sell an intimate image of a classmate to another student. The charges connected to this were, Title 18 of the Pennsylvania Crimes Code, Section 6321 (a)(1), Transmission of Sexually Explicit Images by a Minor, a summary offense and a Misdemeanor of the 3rd.

In one case, an intimate image of a sex act was taken off of the World Wide Web by a juvenile male, then distributed and portrayed as being that of a juvenile female student to her class mates. The resulting harassment lead to an assault at the T/E Middle School.

The charges related to this incident, from Title 18 of the Pennsylvania Crime Code included the following: Section 5903, Obscene and other Sexual Materials and Performances, a Felony of the 3rd degree; Section 7512, Criminal Use of a Communications Facility, a Felony of the 3rd degree; Section 6318, Unlawful Contact with a Minor, a Felony of the 3rd degree and Section 2709, Harassment, a Misdemeanor of the 3rd degree. Also charged was Section 3126 Indecent Assault, a Misdemeanor of the 2nd degree; Section 2709.1, Stalking, a Misdemeanor of the 1st degree.

During the investigation the majority of the parents whose children were involved were very concerned and cooperated fully with the investigation. One parent who routinely checked their child’s cell phone and computer usage was surprised to learn that his child was using a cloud based storage service to store and retrieve intimate images and avoid detection by his parents.

Many of the intimate images were found to have been created by the juveniles taking selfies, in their own homes with the location services setting on their phones activated. This action would allow for viewers of the images, including child predators to locate the homes of the juveniles via Meta data stored in the picture file.

Following the release of the Tredyffrin Township Police Department special juvenile report today, the TE School District released the following statement:

The T/E School District has been cooperating with a police investigation related to alleged misconduct by middle school students. We take these matters very seriously and follow up with procedures that promote safety for all students. The incident may also carry school-based discipline. As such, the District cannot comment on specific student discipline matters, as we must do all we can to preserve the privacy rights of all students.

The District has cooperated fully with law enforcement agencies throughout this investigation and will continue to do so. We join with the police and the entire community to emphasize responsible use of technology and to affirm the rights of all individuals to live and thrive in an environment free from harassment. This message is central to our mission and our daily work with students.

Will Lower Merion School District’s handling of teacher’s contract play out similarly in TE School District — Some school board candidates weigh in

Last week a tentative agreement was reached between Lower Merion School District and their teachers. The deal between LM and the union was made in secret, with a process devoid of transparency. The proposed teacher’s contract and its terms were not published for public review.

There are rumors that the TE School District is currently in ‘Early Bird’ contract negotiations with the teacher’s union. Because of the existing situation in Lower Merion, rumors of early bird talks and five seats on the TE School Board up for grabs on Election Day, there was discussion as to where our candidates stand on this issue. The following email was sent to the ten Tredyffrin and Easttown school board candidates on Saturday.

To All TE School Board Candidates:

I know that you are all very busy campaigning in advance of Election Day. Tredyffrin resident Ray Clarke added a comment on Community Matters regarding the teacher contract, negotiations and keeping the public informed. He has spoken with several of you regarding his concerns, particularly given what is currently going on in Lower Merion School District. As a result, I am asking you to read the following and provide a very brief (100 words or less) response to me by 9 PM, Sunday, Nov. 1. The question and all candidate responses received will appear on Community Matters on Monday, Nov. 2.

Negotiating union contracts (teachers and support staff) will be important tasks for the new Board. In Lower Merion School District, a secret deal is playing out between their school board and the teachers union. Much to the chagrin of Lower Merion taxpayers, the union members get to review the contract before signing but the public is left in the dark and provided no information.

During the last teachers’ contract negotiations, the TE School Board moved in the correct direction with periodic updates to the public. Assuming that there are no secret “Early Bird” deals already in discussion between the current Board and the union, [if elected] where do you stand on publishing any proposed contracts to the public at the same time as the unions send it to their members? In addition to publishing the terms of the contract to the public before signing, to also include the full annual cost of the contract for each year (including PSERS, salaries, benefits, etc.) with an explanation of how the Board will pay the costs.

Again, I understand that you are pressed for time and I thank you in advance. Your responses may help get additional voters to the polls on Tuesday.

Because I know how busy the candidates are in the last days leading up to the election, their responses were to be brief – 100 words or less. One hundred words is very short; the second paragraph in the statement above (from “During … costs.”) is 109 words.

During this campaign season, most every school board candidate has used themes of transparency, public engagement and responsiveness to citizens in their campaigning literature, meet and greets with voters and during the Chester County League of Women Voters candidate forum. It is for that reason, that a brief response would allow each candidate the opportunity to restate and to reconfirm their transparency commitment to the voters before Election Day tomorrow (November 3).

Of the ten school board candidates, responses to the question were received by Kate Murphy (R) and Fran Reardon (D), Easttown, Region 3 candidates; Neill Kling (R) and Neal Colligan (R) Tredyffrin East, Region 1 candidates and Ed Sweeney (R) Tredyffrin West, Region 2. The responses from these five candidates appear below.

The four Democratic school board candidates from Tredyffrin (Alan Yockey, Michele Burger, Roberta Hotinski and Todd Kantorczyk) each sent similar emails; all declining to respond, citing time constraints due to the campaign and/or previous personal commitments. There was no response from Kris Graham. If, as rumored (and I do say if) there are early bird negotiations already underway between the TE School District and TEEA, the District teacher’s union, it would not be possible for Ms. Graham to respond.

The TE School Board candidate responses are as follows:

Neill Kling, Tredyffrin East, Region 1 candidate:

A cloak and dagger approach serves neither party. The union must understand throughout that what their members receive can be no more than what our tax base will reasonably be able to bear. The current PESERS situation resulted from disregard of that sound principle. Thus, I believe that the taxpayers should view the contracts when they are sent to the teachers for approval. I am also in favor of providing a public estimate of how we propose to meet the contractual obligations. The District must conduct negotiations with this estimate uppermost in mind. Publishing it when they are completed is responsible stewardship.

Neal Colligan, Tredyffrin East, Region 1 candidate:

Of course, the public should be informed as negotiations move forward….this is by far the largest municipal contract in our community. Start now by presenting the existing economics…total salary, benefits, pension contribution…show the history of these costs. This information, reviewed at an entity level, will not disclose any employees’ personal compensation package and will not violate the rules of new contract discussions. As the process advances, let the community know of the issues…I doubt the Union side would object. People here are pretty fair and can draw their own conclusions on what is just as negotiations move towards a new contract.

From Ed Sweeney, Tredyffrin West, Region 2 candidate:

I would strongly agree to the first proposal if it was consistent with current agreement between the School District and the Union and with the provisions of relevant labor law. As far as his other proposals, I need more information but I am a proponent of maximum disclosure at the appropriate time.

I agree with the principle of “MORE” . . . more transparency, more public disclosure, more committee meetings convenient to working parents, and more involvement of residents and stakeholders at an early stage of committee consideration of issues. In my view, more = better. More increases public confidence and protects the taxpayer.

From Kate Murphy, Easttown, Region 3 candidate:

In Pennsylvania, salaries and benefits make up the lion’s share of any school district’s budget, generally between 70% and 80%. Pension benefits (PSERS) are set legislatively by the General Assembly and the Governor, and are not negotiated by local school boards. All collective bargaining agreements must be available to the public for review and comment well in advance of the public vote to approve such agreements. Periodic updates during the negotiations can be a helpful tool to inform the public. District estimates of the full annual cost of the contract for each year should be available for timely public examination.

From Fran Reardon, Easttown, Region 3 candidate:

In negotiating contracts within the School District, we should maintain a high level of transparency for all parties involved. Periodic updates should be available to the taxpaying public and all other stakeholders. Current annual cost of contracts should clearly be given with the long term effects of PSERS obligations also laid out and presented to the TE community in a timely fashion before any vote by the school board.

As a member of the TE School Board, I will work with the full board to give the taxpayers value for their dollar and also maintain the excellence of our schools.

Improving Public Communication and Transparency, School Fencing, Real Estate Development, Tax Increases — All Important Issues to Tredyffrin Voters

Candidates for the TE School Board and the Tredyffrin Township Board of Supervisors participated in a ‘Meet the Candidate’ forum sponsored by Chester County League of Women Voters on Saturday. As an audience member, it was clear that as voters we are lucky as most of the candidates had done their homework. The candidates were prepared, understood the important issues and were able to present their views effectively. The township and the school district are fortunate to have qualified community members willing to take on the challenges of elected office.

Improving public communication and transparency, fencing at Valley Forge Middle School, yearly tax increase, real estate development and pension reform remain important issues with residents. The candidates addressed resident questions regarding these issues and others on Saturday.

I would like to get your official position regarding some questions concerning the Valley Forge Middle School proposed fences. Your reply by end of the day Saturday, October 17 would be most appreciated. 1) Where do you stand on the Valley Forge Middle School fence issue?

2) Do you think it is a good use of taxpayer money to spend $15,500 to hire a safety consultant to review the VFMS site?

3) Would you support installing additional fencing at VFMS if the safety consultant recommends it? If you would support additional fencing, how would you reconcile this with the public’s right to use the walkways?

With 20+ years of experience in corporate management, technology start-ups and non-profit board leadership, I bring an ability to communicate by actively listening and understanding the needs of others. A small business owner and certified leadership coach, I am a communicator who believes in an open and transparent approach to decision-making and resolving issues.

One example of how I utilized my communication and active listening skills within several disparate groups was in my leadership role with a career services firm. The firm’s purpose was to assist employees who were downsized or “laid off” with their job search. As the general manager, I served several different constituencies with varied and conflicting interests. For example, there were two types of customers; one was my corporate customer who paid for their employee’s services and the other was the effected employee who utilized the services. Additionally, there were many full-time, part-time and contractors who worked for the firm. My responsibilities were extensive. I managed the budget process (P&L), facilities, operations, sales and customer satisfaction. My communications and listening skills while working with multiple constituents were critical to the success of this multi-site operation.

At the request of our corporate customers, the firm opened an office location in the Westlake’s Office Complex in Berwyn, PA. I had continuous meetings with the realtors, our firm’s controller, telecommunications reps, movers, etc., and our employees to ensure a smooth and successful new office opening. While communicating and listening to many constituents, I held costs under budget for the move, ensured customer satisfaction and maintained open and transparent communications throughout the process.

How will this trait benefit Tredyffrin Residents?

If I am elected to the Board of Supervisors, Tredyffrin residents will benefit by getting a communicator who is an active listener. A 22+ year resident of this township, the Board will gain a business professional who can listen to multiple constituents and who will work tirelessly for successfully outcomes. If elected, my vision is to foster closer relationships with our residents and companies that conduct business in Tredyffrin to build a closer sense of community. As a communicator, I bring compassion and a responsible and prudent approach to decision-making while seeking new ways to ensure that we are focused on building a foundation that solidifies the future of Tredyffrin Township and our residents.

Character traits that best describe me are my lifelong determination to achieve competency, serve others and be a person of the highest integrity.

I am from a humble background. I grew up in the coal region of Western Pennsylvania as the son of a coal miner and a cleaning lady who were not able to attend high school. My roots have provided me with the values of humility, respect and service to all people.

I began my devotion to service at the age of 15 when I entered the Catholic seminary to study for the priesthood. My original intention was to serve others as a missionary in South America. But after graduating from college, I decided to seek a different vocational direction. I completed my graduate studies in Community Health at Temple University and embarked on a rewarding career in health care and education.

My professional career started as a clinician counseling people with alcohol addiction and their families. As I grew in my understanding of the disease, I developed a comprehensive program that improved successful outcomes in meeting patient needs.

My career grew in senior management by enhancing medical services in hospital settings; coordinating mental health services at three organizations; and serving the elderly and special needs children through care management and home care services.

With over 25 years of successful leadership experience in managing health services, addressing and responding to the special needs of the community and listening to their concerns, my journey as a health care administrator and university educator has equipped me with the knowledge, skills and competency to serve the community as a Township Supervisor. They include:

  • Managing employees and benefit administration
  • Monitoring large budgets and capital improvements
  • Improving information system;
  • Leading growth and change in multiple organizations

For three years now I have been fully committed to motivating and guiding students at St. Joseph’s University to become future leaders. I tell my students they will achieve as leaders through determination and by remaining true to themselves and their highest values.

I am an individual committed to the ethical principles of autonomy, which entails respect for others, social justice, and having the courage to do the right thing in the right way. A person of high expectations of self and others, I would like to serve in the best interest of the community. I do my research and homework and base decisions on facts and truth. My interest in service is rooted in my family background, my career in health services and in higher education.

Finally, my strength lies in my spirituality and integrity.

Consensus Builder

I am a proven consensus builder. For the last eight years, I have served Tredyffrin Township as a member of the Planning Commission. For four of those years, I was elected by a bipartisan group of my peers to serve as either the Vice Chairman or Chairman.

During my eight years of service, I have worked with individuals with competing interest to craft compromises that have worked well for the township. I have been active in advocating for our communities. I was involved in drafting the Township’s Comprehensive and Historic Preservation plans. I have worked to modernize the Township’s zoning ordinances. Those efforts continue as I work to address problems that remain within the Zoning Code which have allowed for excessive density in some of the Township’s Zoning Districts. I have worked diligently to reduce the impact of Storm Water throughout the Township.

My ability to build consensus and to be a bipartisan leader is illustrated by the fact that three former Democratic candidates for Supervisor chose to contribute financially to my campaign to become a Tredyffrin Township Supervisor.

The makeup of the next Board of Supervisors will have members of both parties. The Township will be best served by having a Supervisor with a history of working with people of differing points of view. Given my eight years of service on the Planning Commission and my professional experience in real estate and finance, I believe I am uniquely qualified to serve as a member of the Board of Supervisors.

As a father of three young children, I know how important it is for the Township to provide and support top notch police and fire departments, great municipal parks, and excellent libraries. Tredyffrin Township is a wonderful place to live and I consider myself blessed to be able to raise a family here. Departing Supervisors Mike Heaberg, Kristen Mayock, and J.D. DiBuonaventuro have provided a history of delivering an excellent level of service from the Township with a proven history of excellent fiscal management. I intend to continue this legacy.

Consensus Builder

As a member of Tredyffrin’s Park Board for the last ten years, I’ve had the opportunity to work on a number of projects that directly affect the daily lives of township residents. Sometimes these involve virtually unquestionable community improvements – like the new scoreboard at Wilson Park – but sometimes the projects also require community buy-in. In these latter cases it’s important to have the ability to act as a consensus builder.

Over the last year I’ve been working on an initiative to establish a safe and convenient access to the Chester Valley Trail from D’Ambrosia Park. This has required working closely with neighboring residents, Supervisors, Park Board members, Public Works, township staff, the Friends of the Chester Valley Trail, Chester County Parks and Facilities, and the adjacent landowner, to develop a mutually agreeable solution for trail access.

When I first approached the Supervisors about this idea in early 2014 there was some concern about neighborhood reaction, so I was asked to contact the residents to discuss the idea. I invited a group of neighbors to attend a Park Board meeting where I presented a possible plan for the D’Ambrosia trail access. There were about a dozen residents in attendance and they expressed their concerns primarily about increased traffic and privacy issues. After demonstrating how we could address these issues, we called for a vote and the neighbors unanimously and enthusiastically agreed to support the project.

After various follow-up meetings on and off site with residents and township staff to discuss possible trail alignments, we developed a plan that was approved by the Supervisors. I also met with representatives from the Friends of the Chester Valley Trail, as well as Chester County Parks and Facilities to formalize a connection agreement. Since this access requires crossing a small section of private property, I contacted the property owner, and managed to foster an agreement between his attorney and the township solicitor.

The project is now in the construction phase, and should be open to the public next spring.

This particular example demonstrates that even the most seemingly simple of public projects can require buy-in from a vast array of stakeholders, any of whom could cause an initiative to stall out. It is critical in these cases to always respect the wishes of all parties involved, especially residents who don’t necessarily have an official role in municipal projects. Only then, through thoughtful consensus building and perseverance, can a public project succeed.

As a Park Board member, I have demonstrated the ability to bring people together to accomplish many objectives. Not only with trail access, but I did it with the Conestoga Road sidewalk project in 2009, the scoreboard at Wilson Park last year, and I’m currently working with the Audubon Society’s Tredyffrin Bird Town chapter to create a bird sanctuary at Westover Park in Devon.

As Supervisor I would apply the same consensus building approach to bigger projects whether they involve the parks, libraries, infrastructure, stormwater, planning, or public safety.

Leadership and Financial Management

Thank you for the opportunity to help voters learn more about me in advance of this very important Tredyffrin Supervisor election. Having held leadership roles in both my professional and community service experience, I believe there are several leadership traits I possess which have contributed to my success. Perhaps the one most relevant to the role of Supervisor, is my financial management. By this, I include the following: ability to process financial information, build operational plans around that data and communicate to relevant stakeholders. I apply critical thinking to solve problems and provide long term strategic planning.

After graduating from the University of Virginia’s McIntire School of commerce, I joined Arthur Andersen LLP in their audit division. I began working with emerging stage businesses building, managing and optimizing their financial position to drive business growth. In these environments, I worked with business owners and entrepreneurs helping them understand how their financial data was critical in understanding the drivers of their operations and profitability. Working with finances at the ground level and building up from there, helped me develop expertise around financial management. I learned how to ask the critical questions, uncover what the data was revealing about their business and suggest ways to improve their financial environments.

Eventually I lead a high tech start up which was on the cutting edge of implementing telecommuting programs. As their Senior financial executive, I built financial forecasts/budgets which lead to over $60 million in capital investment. I was able to achieve these results by presenting a commanding and compelling financial plan to some of the top private equity firms in high tech. I charted a plan for growth, funded the investment, and then ran the finance and accounting department, presenting financial results to investors and Board members.

Most recently, my financial management experience has been utilized assisting an early stage company in the renewable energy industry, trying to expand into international markets. With two years of operations already, they had never employed a financial position. Over the last 9 months, I corrected prior financial statements, created the company’s first cash forecasting model, created an annual budget, created and presented investment presentations to local investors, and renegotiated our bank line of credit to accommodate the needed capital investment. With my ability to understand how financial information drives operations, I am able to manage and optimize operations, both current and future.

I believe all this financial management experience would be a huge value to Tredyffrin residents in making sure their taxes are optimized through value creation. I have done this for the last two decades in the private sector and would like to bring that experience to a community that has been the backdrop to three generations of my family. As Board of Supervisors Chairman Mike Heaberg retires, the Board and community loses his critical financial expertise. I would like the opportunity to continue his strong financial leadership and am confident I have the skills to do that.

Hard work and leadership

I have always worked very hard for what I have. My parents emigrated here from Europe after their country was devastated in WWII. They came here with nothing except good educations and a strong work ethic. They passed along to me the importance of working hard scholastically and professionally. I strived to be an excellent student and started working at the age of 12 to save for college. Hard work has resulted in many opportunities to lead. I have learned that leadership is about taking on the hard issues with transparency and plenty of dialog to build consensus.

I have been in banking for over 20 years. In that time hard work has led to more challenging roles. My jobs often required me to take leadership positions on two different levels. First, I needed to work collaboratively within organizations to educate staff in environments generally not accustomed to internal cooperation. Secondly, I needed to bring in business by working with small and medium businesses to determine their needs and provide them with financial services to help meet their goals.

My service on the Tredyffrin Township Libraries Board – Tredyffrin Public Library and Paoli Library – is another example of hard work combined with leadership. As a working board member, my commitment went well beyond monthly meetings. I spent two years learning before taking over as President for four years. I was able to help Tredyffrin and Paoli libraries navigate through some tumultuous times – the $7MM addition to Tredyffrin Library at the same time the recession hit and local, county and state funding sources cut back on their financial support. If that wasn’t challenging enough, the one and only director of the libraries retired so we had to embark on a director search for the first time in 37 years. Those issues and more required that I work closely with township personnel and the Board of Supervisors. My experience on the Libraries Board gave me firsthand knowledge of the budget process and personnel responsibilities at the township level.

Over the years my willingness to work hard has led to positions requiring leadership skills. And I have learned that good leadership means tackling the important and often difficult issues, understanding the complexities of the issues, keeping people informed every step of the way and soliciting input to craft the best solutions. I have already served Tredyffrin residents on the Libraries Board. I am running for Western District Supervisor to serve the best interests of all the residents of the township.
