Since last Fall, the residents of Tredyffrin Township have endured seemingly endless examples of bad governing, including;

Most of us have an opinion on the definition of a great leader. It’s one of those concepts, in which everyone seems to have an opinion. Instead of defining a great leader, what about the definition of a Poor Leader? If you go to Webster’s Dictionary and see how they define these two words separately, here is what you get:

  • Leader – A Person or thing that leads
  • Poor – Deficient or lacking in something specified, lacking in skill, ability, or training, deficient in desirable ingredients, qualities

If you combine the two you get something like: Poor Leader A person in a leadership role that lacks the necessary skill, ability, and overall qualities to effectively lead.

As a leader you are tasked with delivering results. The best leaders know that consistently delivering great results is not something that they can do in isolation. To get members of the community to support our local government, our elected leaders need to avoid the worst traits of poor leaders. In my experience these include:

  • Being arrogant
  • Unwillingness to learn
  • Bullying
  • Poor Communication
  • Incompetence
  • Lack of Accountability
  • Aggression
  • Insincerity
  • Deceitful
  • Ruling with an iron hand
  • Indecisiveness

This brings me to the purpose of this post. In this week’s edition of the Main Line Suburban Life, is a I See It’ article written by Tredyffrin Township Supervisor Chair Bob Lamina. Having attending this week’s Board of Supervisors meeting hoping for an apology for his aggressive, disrespectful behavior of the April 19 supervisors meeting, you can imagine my outrage over Lamina’s outrageous, arrogant words. Do you characterize Lamina and his style of governing as an example of a good leader or a poor leader . . . you be the judge!

Much has been written over the last few months in Main Line Suburban Life, Main Line Times, Daily Local and Community Matters in regards to the governing of Tredyffrin Township and its leaders. Since the April 19 Board of Supervisors Meeting, there have been several articles and commentary speaking directly to the leadership of Bob Lamina. Provided are some links in case you missed them:

Fortunately my memory is better and I’m hoping that Tredyffrin’s residents share my recall. This comment already appears after Lamina’s article, ” . . . The politics of firefighting and other matters

In a recent editorial, a local resident who also happens to be a local firefighter pointed out some of the qualities in our community that make so many people look to Tredyffrin as a great place to employ and be employed, to educate our children, to worship, to raise a family, to run a business. In short the qualities that make our township such a wonderful place to live. These are qualities which have long constituted the character of this community – ones which hopefully will endure in the future.

One of the qualities I’ve also mentioned on a number of occasions as being one of our township’s most endearing, qualities I believe have been equally integral to the character of our community, has been the generous spirit of volunteerism – the spirit of giving, the spirit of shared sacrifice and the spirit of shared risk and reward – that makes up the very fiber and indeed the history of our township.

That is why last fall, in that same spirit of shared sacrifice, during what remains to this day to be extraordinarily challenging economic times, the Tredyffrin Township Board of Supervisors voted to adopt a 2010 budget that contained within it some very difficult but necessary decisions. Within our budget were the results of an earlier decision to reduce our township staff by 20 positions – 11 of those through layoffs, the rest through attrition. The budget froze most other township salaries with the exception of those required by collective-bargaining agreement, we instituted a hiring freeze and we reduced the police budget. All other general fund services, with the exception of the fire companies, were reduced by at least 14 percent.

By comparison fire-company service providers’ budgets were reduced a modest 5 percent. In so doing, we adopted I believe what the community wanted, a budget that was fair and balanced and contained no real-estate property-tax increase. Despite these good works, during our deliberations we continued to hear from many in the community who asked that we try and find a way to preserve funding sought by the local fire companies. Not unlike a former supervisor who often utilized the bully pulpit we sit on to urge citizens to give generously to the fire companies, it was in response to these requests, that Mr. Olson, Mr. Kampf and I – citizens who happen to be supervisors and public servants who are also citizens of this same community – worked hard to find a way.

And the good news we announced way back on Dec. 21 was that in a great example of private-public partnering – not unlike our much larger and equally successful Library Capital Campaign a few years ago – individuals, businesses both large and small, organizations and foundations generously came forward in response to our year-end holiday appeal on behalf of our local fire companies. As was also stated at the time, the most remarkable aspect of our ability to provide the sought-after funding was really the manner in which we accomplished it. In a little more than 10 days we were able to restore the funding not in the form of additional subsidies, spending and new or higher taxes during challenging times, but in the form of pledges by others in our community who by their generosity agreed to reach out and lend a hand during the holiday season.

And that I suppose is why I was so compelled during our last public meeting to question the motivations of those few individuals who came forward to challenge what we successfully achieved nearly four-and-a-half months earlier. My fear is the continued rhetoric being displayed by those who for one reason or another still can’t comprehend the generosity of our community is in fact putting at risk some of these same qualities I believe are critical to our future and ones that we must maintain. Perhaps they didn’t believe that the funding we announced in the form of pledges would really ever be received. Well, we know now the facts are we’ve actually exceeded in charitable giving what was sought to be funded through tax dollars. We also know by earlier comments by a local blogger and former unsuccessful Democratic candidate for township supervisor that she and other similarly motivated individuals had a stronger preference to reach into our taxpayers’ pockets for funding, and that the notion of shared sacrifice for the greater good perhaps shouldn’t necessarily be shared by all. In my view this would have been to take the easier and I think incorrect road – one of increased taxpayer subsidies and spending.

So with that said, and with the political season in full swing, with the run-up to the Pennsylvania primary election on May 18, it’s always easy for those who clearly have a different point of view, or who are otherwise politically inclined, to throw around words like “conflict of interest,” “ethics” and “pay to play.” While I respect everyone’s First Amendment right to come forward at our meetings and speak their mind, those who know me best understand that I will also never shy away from expressing my own views. And in this instance, while I find that to make such politically charged and unfair assertions some four-and-a-half months later may help sell newspapers, it represents quite a ridiculous point of view with no basis in fact other than to dangerously put in jeopardy one of our township’s demonstrated and most cherished qualities – the spirit of charitable giving. Frankly the tone of some of the comments made near the end of our April 19 meeting was to somehow absurdly suggest that companies doing business in our township aren’t caring citizens too. That is just flat-out wrong, and to continue this type of rhetoric is in fact to tear at the fabric of what in part makes this community great. But, you know, in the end I think the political shots some of us have been receiving are nothing compared to the shots average citizens have taken in our community these past few years.

So while I’m not worried about the former, I do worry about making the right decisions for our community. The economic stress in our township is still very real. Revenue used to fund government services generated by transfer taxes on the sale of residential and commercial properties isn’t what it used to be, some folks have lost their jobs and their homes, and many have seen their retirement savings greatly depleted. So as I’ve stated, while it isn’t all that unusual in the heat of the political season for every gnat in the minority that’s ever nipped at our heels to want to take us on – or at least those of us who may happen to be running for one political office or another – I would challenge those who have differing views to put aside the rhetoric. I’m all too happy to have a spirited debate on the real issues facing our community. On public-safety matters like support for our firefighters, let’s put aside the politics. I hope that, for the sake of our community and the continuation of the qualities that make this community great, we can all agree on the positive nature of what was accomplished by bringing people of walks of life together in Tredyffrin to help the fire companies.

I’m committed to doing so if you are. But if there’s anyone who still wishes to draw a political lesson relative to my statement concerning my own character, please know this. I will continue to work for you in good times and bad, and not shy away from making the right and often hard decisions I believe are in the best interests for our community. And lastly, one of the qualities I neglected to mention that also makes this township so great is that we do have good government in Tredyffrin, from the guy who plows your streets to this elected board. We work hard to keep your taxes as low as we can, maintaining the services you have come to expect, while at the same time not making local government intrusive in your lives. So when you do go to the polls on May 18, as I’ve mentioned in these remarks, and like the citizen firefighter who expressed so eloquently the qualities that make this township such a special place, please consider what it’s going to take to continue to maintain these qualities in our community in the future. So whether you’re a citizen supervisor from our own township who aspires to higher public office, or any other candidate, know we’re not playing games here; we’re here doing what we believe is the people’s business.

Daily Local Runs Article on BOS Meeting

I picked up yesterday’s Sunday Daily Local newspaper and was surprised to see that they too were running the story from last week’s Board of Supervisors Meeting. Blair Meadowcroft’s article from the Main Line Suburban Life appears in the Daily Local newspaper in a slightly different version with a new headline.

It has now been a week and I’m still fielding phone calls and emails from people, wanting more details about the Pitcairn Properties offer and an explanation of the difference between that offer and the solicitation of Comcast. As I explained at the supervisors meeting, I believe that conceptually the Pitcairn offer is the same as the supervisor’s solicitation of Comcast and can offer the residents no further explanation.

Although the Trust board members were left with no choice but to accept the Board of Supervisors decision on Pitcarin in 2008; I have to admit several Trust supporters have suggested that the BOS decision might have been different if the public had been made aware of the offer at the time. However, for the Trust, it is not about going backwards — we accepted and understand that we can not go back to 2008 and recover that offer from Tony Noce, of Pitcarin. It is about 2010 and about the process and decisions of our Board of Supervisors.

From my vantage point, questions remain unanswered by the supervisors responsible for the Tredyffrin Township Supervisors Holiday Firefighters Fund Drive. Other than bringing public awareness of supervisors Kampf, Lamina and Olson solicitation of companies doing business in the township or under contract negotiations (such as Comcast) what more can be done?

Tredyffrin official responds to question about fund drive

TREDYFFRIN — Tension mounted at a township supervisors meeting after Pattye Benson, president of the Tredyffrin Historic Preservation Trust, spoke about funding for firefighters.

Her comments came just after the end of the first quarter and the March 31 deadline for collection of the Tredyffrin Supervisors Holiday Firefighter Fund Drive.

Benson said that after budget cuts to township fire companies, three of the seven supervisors worked on the fund drive, which netted $23,200 for the fire companies.

“I voiced my concern about the solicitation by supervisors to companies that could be doing business with the township, and I cited a specific example from May 2008 and the Pitcairn Co,” Benson said.

Benson explained how in 2008 a vice president for Pitcairn Properties had offered an in-kind donation worth as much as $50,000 to the trust. But the trust later learned it could not accept it.

“The idea was that there could be a ‘pay to play’ perception because of a final review of the land development project between the township and Pitcairn,” said Benson. “Warren Kampf was chairman at the time and he was absolute that I could not accept this offer because this company was doing business with the township. I knew nothing about Pitcairn’s planning commission review, yet I could not accept the offer.”

That conflict of interest, Benson said, is similar to the fund drive in that supervisors were doing fundraising for fire companies.

“The very same people who told me I couldn’t accept the offer from Pitcairn were out soliciting money,” said Benson. “The way I see it is the only difference between the Pitcairn/Trust situation and the fire company solicitation is that one was an in-kind offer and the other was a monetary contribution; both could be perceived as benefiting the township.”

Kampf said township Solicitor Thomas Hogan had advised that the donation could not be accepted because Supervisor Judy DiFilippo was on the trust’s board, thereby creating a conflict of interest.

“The difference as I see it between the situations is that we are supervisors who are free as individuals and who are allowed to accept charitable donations,” said Kampf.

“I do not surrender my rights as a private citizen. When I see a problem that I can help with, I will. We went out, asked for help and were able to raise close to $25,000. And people were free to refuse to donate. There were some who refused, and that is fine; we wouldn’t hold that against them.”

Berwyn Fire Company Weighs in on Status of Tredyffrin Township Supervisors Holiday Fund Drive

If you recall, at the December 22 Board of Supervisors meeting, there was a Tredyffrin Township Supervisors Holiday Fund Drive announcement and cardboard check’ presentation by Supervisors Kampf, Lamina and Olson. The check in the amount of $23,200 was well documented on the local news channels, in the newspaper and here on Community Matters. This check was to represent the township’s 2010 budget cut to the fire companies. Although Paul Olson has called me periodically to update me on the Holiday Fund Drive, there had been no official word from either the fire company nor the supervisors. Last week I sent an email to Rip Tilden, president of the Berwyn Fire Company and copied the Board of Supervisors asking the following questions:

(1) What was the total amount received by Berwyn Fire Company as a result of the solicitation efforts of supervisors Olson, Lamina and Kampf?
(2) Has Berwyn Fire Company distributed the money to Radnor and Paoli fire companies?
(3) Can you provide a complete list of the donors, individuals and corporate?
(4) Are there any contributions that the fire company can not accept and therefore must return?

Rip graciously supplied me with a detailed response to my questions. Accompanying his letter to the community was a wonderfully supportive note which I much appreciated. Below is Rip’s open letter to the residents of Tredyffrin Township. As I expected, Rip reports that it has been the policy of Berwyn Fire Company not to provide donor information, preferring to turn that responsibility over to the supervisors who were in charge of the solicitation (Kampf, Lamina, Olson).

I am going to send a copy of this letter to the Board of Supervisors and ask that the Tredyffrin Township Supervisors Holiday Fund Drive be added to next week’s supervisors meeting agenda. The Holiday Fund Drive has successfully achieved their December goal, and much like it was important to publically announce the solicitation drive with the ‘cardboard check’, I likewise think it is important that the community have closure on this matter. I will ask for an official update from the Board of Supervisors and their response to my questions, including the list of donors.

Berwyn Fire Company response to questions from Pattye Benson

Dear Tredyffrin Community,

On behalf of the three fire companies that service Tredyffrin Township (Berwyn Fire Company, Paoli Fire Company, and Radnor Fire Company), I can report that we have received $24,400 as a result of the Tredyffrin Township Supervisors Holiday Fund Drive effort. We understand that one or two additional donations may still be coming to us, which would make the ultimate total greater than that amount. The donation money will be divided among the three fire companies based on coverage area (each fire company will receive the money donated by individuals and companies who reside in their coverage areas). We plan to distribute the money to the other fire companies this month (each of the presidents of the fire companies agreed to wait to distribute the funds until all the money was received).

These funds will be included in the annual fund drive totals at the fire companies, which means we will use them to help fund our general operations. We encourage members of the community to donate directly to the fire companies through the direct mail fund drives that are currently in progress. The funding needs of all three fire companies are substantial. For example, the annual operating budget for the Berwyn Fire Company is approximately $1.5 million, with about 18% of our funding needs in 2010 covered by municipal support (your tax dollars). We must fund the other 82% of our operating expenses through our own fundraising efforts, billings for ambulance calls and other sources (grants, rent, etc.). The Berwyn Fire Company responds to approximately 3000 calls a year (fire and ambulance calls) with a team of 65 volunteers and 9 full time employees (firefighter/EMTs and firefighter/Medics).

We have long had a policy of not releasing the names of donors (either individuals or companies) who make contributions to the fire company, unless they specifically ask us to do so. No one has done so in this case. We feel strongly that we should respect the privacy of our donors. We thank those who have coordinated this fundraising effort and we feel we should allow them to handle any questions as to donor information.

We thank the members of our community for their support during the budget discussions last year, and for their financial contributions. When it comes to our funding needs, your support is invaluable.

We are now focused on working through the Tredyffrin-Easttown Fire Task Force to put in place a long-term funding solution that will ensure that all of the fire companies that serve these townships can continue to provide the superior fire/EMS services that we have come to expect in this community. We look forward to working with both Boards through the current Task Force to achieve this goal in 2010.

Supervisors Olson, Lamina & Kampf’s Firefighter Holiday Drive is Complete . . . Will township or fire company provide a final report?

At the December Board of Supervisors meeting, supervisors Olson, Lamina and Kampf announced the ‘Firefighter Holiday Drive’ with a ‘cardboard check’ in the amount of $23,200. As the solicitation committee, these supervisors were committed to providing the fire companies with contributions totally the amount which was removed from the firefighter funding in the township’s 2010 budget. To balance the township budget, the $23,200 represented the contribution cut from Berwyn, Paoli and Radnor fire companies. There was much advertising of the cardboard check and the holiday drive provided on the local TV news, in local newspaper articles and also on Community Matters.

A couple of weeks ago, I wrote of receiving a phone call from Paul Olson on March 31, reporting that the fire company solicitation drive by himself and supervisors Lamina and Kampf was complete and they exceeded their original goal; giving approximately $25,000 to Berwyn Fire Company. I appreciated receiving Paul’s updates during the 2010’s first quarter but did have several additional questions. In response to my questions, he suggested that I contact Berwyn Fire Company’s president Rip Tilden.

Based on the public commentary to, In Forty Years There Have Been Many Changes in Tredyffrin – Unfortunately Some Things Never Change . . . Fire Company Funding , post this week, I contacted Rip Tilden of the Berwyn Fire Company. I sent Rip an email (and copied the Board of Supervisors) and asked for his response to the following questions:

(1) What was the total amount received by Berwyn Fire Company as a result of the solicitation efforts of supervisors Olson, Lamina and Kampf?
(2) Has Berwyn Fire Company distributed the money to Radnor and Paoli fire companies?

Although I have not heard back from Berwyn Fire Company directly, it is my understanding that the fire companies will be providing a joint statement in response to these questions. Providing official closure on the firefighter funding drive is important to the community; I look forward to providing the details.

In Forty Years There Have Been Many Changes in Tredyffrin – Unfortunately Some Things Never Change . . . Fire Company Funding

This topic is Community Matters at its best. I received an email yesterday with an attached Suburban and Wayne Times newspaper article dated Thursday, July 15, 1971. A reader was cleaning out his attic and came across this article and forwarded it on to me. No comment or request to post on Community Matters . . . he just thought I might find it of interest. The title of the article is, “Volunteer Firemen’s Financing is Critical”. (A link to the article at the end of this post.)

The article is based on local volunteer fire companies along the Main Line and Valley Forge, including Radnor, Berwyn and Paoli. What is both fascinating (and sad) at the same time is the plea for the volunteer firefighters funding in 1971 is exactly the same as in 2010. The tone of the article begs that more support needs be offered by the municipalities served. In discussing firefighter funding, a fire chief is quoted in the article as saying, “It has to be done on a municipality basis. It’s the township’s or borough’s responsibility to provide protection for persons and property. . . . They don’t take the responsibility . . . The volunteers do it.”

In 1970, Tredyffrin supervisors allocated $15,750 to the Berwyn fire company. Forty years ago, the Berwyn Fire Company had a deficit $1,632, due to lack of volunteer firefighter support. With populations exploding on the Main Line and aging equipment in 1971, all the fire companies were appealing to the local governments for adequate funding. There was agreement among the various fire companies, that greater support was required from the service areas. Here’s a fascinating 40-year old quote, when talking about residents, fire chiefs observed, “Many encounter surprise from new residents that the fire company isn’t a municipal service. Some persons have never even heard of a volunteer fire company, particularly those from metropolitan areas.” I am guessing that our local fire companies still encounter the same kind of remarks in 2010!

There is discussion in the article as to “What can residents do to back the volunteer fire companies”? The response was “Join!”. In 1971, the yearly dues were $1 for the Valley Forge company, $2 in East and West Whiteland, $5 per family in Berwyn and $12 per family in Paoli (which included family and ambulance service).

This post should be more than simply a walk down memory lane. It needs to be a wake-up call to the supervisors and residents. Although I have posted that Paul Olson called and told me that his solicitation committee (which included him, Lamina and Kampf) have made good on the cardboard check they presented to the Berwyn Fire Company in December, . . . there has been no official statement from the Board of Supervisors on the subject. If you recall, the cardboard check of $23,200 represented the amount the supervisors removed from the fire companies in the 2010 budget. Guess my question is where do we stand on the 2011 budget process . . . will the fire companies see their total budget reinstated? And if the township reinstate the contribution to the fire companies in the 2011 budget, what will the supervisors cut from the budget to make that happen?

We are in to the 2nd quarter of the year; has the Finance Committee begun working on the 2011 draft budget? I’m thinking that there are associated winter costs (snow removal, stormwater problems, repair of potholes, etc.) that could be considerably higher than was forecasted for in the 2010 budget. The 2011 budget process needs to be underway or there is going to be major problems come November. With the loss of Dave Brill as the township finance director, I am assuming that the supervisors need to take a very active role in the economic forecasting.

Community Matters Mainstreams into Main Line Suburban Life Newspaper

Community Matters mainstreamed into Ray Hoffman’s column in this weeks’ Main Line Suburban Life. I thanked Ray for his mention and left a comment that Community Matters is now independently hosted with a new web address, www.pattyebenson.org . Through the paper, I’m hoping that more readers will join our discussion.

” . . . 2) Mt. Pleasant meeting: Pattye Benson, author of the popular Community Matters blog (pattyebenson.wordpress.com), attended a town meeting in the Mt. Pleasant neighborhood last week, as did a church full of local residents and a few local government officials. If you haven’t already, visit Pattye’s blog and read about a couple of rather deplorable conditions directly across the road from, heaven forbid, St. Davids Golf Club, one of the Main Line’s most prestigious addresses. St. Davids has nothing to do with the problems at the Mt. Pleasant miasmic panhandle, but it seems ironic that the township supervisor representing this district was very visible in the recent matter of “the sidewalk” at St. Davids but was notably absent from the Mt. Pleasant meeting.

Simply stated, the meeting was about problems with rental residents (students) who have become concerns to the full-time residents of the area, and a vacant lot that is a mound of crumbled concrete and ever-increasing trash (broken bottles, tin cans, car tires, etc.). According to a neighbor, the overgrown lot is an eyesore and a haven for rodents that have also infiltrated her home. Township Manager Mimi Gleason has taken action about the vacant lot, as have both the Chester County Board of Health and the state Department of Environmental Protection. A resolution should be forthcoming within days. The township also hopes to resolve the concerns about noise and other behavior of the students living in the rental properties. . . .”

A reminder that Monday, April 5 is the Board of Supervisors Meeting, 7:30 PM, Keene Hall, Township Building. There’s some supervisor housekeeping issues that should be addressed — what is the status on the newly formed Sidewalks Committee (have they met, worked out a mission and schedule); public update on the ‘cardboard check’ to the fire companies and official update on the Mt. Pleasant community. I am going to suggest to some of the Mt. Pleasant residents that I know that they should attend the meeting; their neighborhood is a ‘talking point’ and we need residents there to help clarify the update.

1. Local Job Fair: State Representative Paul Drucker’s Job Fair yesterday in Phoenixville was an enormous success . . . over 400 job seekers attended! Rep. Drucker reported that people were lined up outside the convention center and down the street prior to opening of the event. Over 40 companies participated in the Job Fair including the Pennsylvania Department of Labor and Industry, Social Security Administration, Cosi, Chesterbrook Academy, Wegmans, Northwestern Mutual, TD Bank, to name a few. Rep. Drucker told me that he knows of one employer who hired 5 people yesterday! Sounds like it was a good day for employers and prospective employees. Great job Paul!

2. Fire Company Funding: Supervisor Paul Olson called me yesterday to provide an update on the status of the ‘cardboard check’ to the fire companies — yes, he referred to it as a cardboard check. In December at a Board of Supervisors meeting, the supervisors unveiled a cardboard check in the amount of $23,200 which was to make up the fire company deficit that was removed in the 2010 township budget. Through supervisor fundraising efforts by Supervisors Lamina, Kampf and Olson, Olson explained that they had exceeded the dollar amount of the cardboard check. The total collected of approximately $25,000 was turned over to Rip Tilden of the Berwyn Fire Company for distribution to the fire companies. No information was provided as to the actual source of the contributions. However, one of the individual contributors told me that she received a thank-you from all 3 fire companies so presumably the money has been distributed.

3. TESD 2010-11 Budget: Malvern resident Ray Clarke took the advice of Community Matters readers. Based on posts and comments, Ray has a letter to the TESD School Board with the following list of questions. Here’s hoping that the School Board will consider these questions as they prepare for the important upcoming Finance meeting on April 19. Thanks Ray.

  • Can the school district impose a PIT on the residents?
  • Does Act 511 permit the District imposing PIT?
  • Would imposing PIT require voter referendum?
  • Would the imposition of PIT reduce property taxes?
  • Is a voter referendum required for EIT?
  • If there was an EIT, how would the split of revenue work between Tredyffrin and Easttown Townships?
  • Does an EIT reduce the property tax bill?
  • Would both townships be required to have an EIT in place to receive the revenue? Or, would the townships receive their portion of the school district’s EIT revenue?
  • Would there be a difference to the teacher unions in regards to an EIT or PIT?
  • Does the rate have to be the same for both townships?
  • What are the options for splitting the revenues between townships and school district, and does the split have to be the same in each township?
  • What is the exact nature of the reciprocity arrangements with neighboring jurisdictions, particularly Philadelphia
  • What will be the estimated financial impact to townships and school district, under various likely scenarios of rate and split, on the following dimensions:
    a) Incremental taxes paid by township residents
    b) Taxes currently paid by township residents to other municipalities that will stay in T/E
    c) Taxes paid by non-residents
    d) The total of the above

Our Fire Companies Should Not be Political Pawns

Working together, the volunteer firefighters of Berwyn, Paoli and Radnor fire companies serve Tredyffrin Township. Many of our residents and their families are involved in the volunteer firefighting effort and proudly serve our community. Firefighting is demanding. There are hours of training involved, requirements to be met, standards to uphold, and volunteer firefighters are not compensated in the traditional way. There is no big paycheck or large monetary bonus to work harder.

John DiBuonaventuro has served as a volunteer firefigher for the Paoli Fire Company for many years and is passionate in his support. In his position as a member of the Board of Supervisors, Supervisor DiBuonaventuro also serves as the fire company liaison. As an audience member in this week’s Board of Supervisors meeting, I witnessed an uncomfortable exchange between Supervisors DiBuonaventuro and Warren Kampf in regards to the fire companies and their funding. Understanding DiBuonaventuro’s long-standing support of the fire companies vs. Kampf’s vote against full-funding of the fire companies in the township’s 2010 budget . . . one might question Supervisor Kampf’s sudden interest in our local fire companies and their funding.

Our volunteer firefighters deserve our community’s support . . . but I think we would all agree they should not be used as pawns in a political campaign. As if the big cardboard-check moment during the Dec. 12, 2009 Tredyffrin Township Board of Supervisors meeting wasn’t enough, we had another play at Monday night’s BOS meeting involving the fire service as a political football. As we all know, Warren Kampf, current Tredyffrin BOS member and previous chairman, is seeking to challenge Rep. Paul Drucker for the State Representative seat for the 157th Legislative District. At Monday night’s BOS meeting, Mr. Kampf stated that he met with members of the Berwyn Fire Company and the topic of a stable long-term firefighter-funding source was discussed. What Mr. Kampf failed to tell the public was his visit to Berwyn was in connection with his 157th candidacy, not in his capacity as a Tredyffrin supervisor. For the record Supervisor and Paoli firefighter John “J.D.” DiBuonaventuro serves as the fire liaison.

In that capacity, Supervisor DiBuonaventuro has had such meetings concerning the fire task force and funding with Berwyn and Paoli FDs and updates on that progress have been shared with the public, most recently at the March 1, 2010 meeting. On that same day Mr. Kampf sought the Montgomery County endorsement for the 157th and therefore did not attend the March 1 meeting and clearly was not aware that the matter was already discussed during the previous meeting.

What I find disingenuous is Mr. Kampf on one hand stating the importance of finding a stable long-term funding source for the fire companies and on the other hand, most previously in his role as BOS Chairman, supporting cuts to the fire service and at the same time retaining funding for the annual July 4 fireworks display. These two viewpoints are completely irreconcilable. It should also be noted that earlier in his tenure on the BOS, Mr. Kampf served on fire task force. Accordingly Mr. Kampf has already had an opportunity to address the issues that are currently being addressed by Supervisor DiBuonaventuro. It is clear that the only motivation here is Mr. Kampf’s pursuit of higher political office. And to that end he is seeking to use the fire service as a pawn in his political chess game. Between the big cardboard-check event and last night’s meeting, it is clear Mr. Kampf is using a public forum dedicated to township business for his own political purposes. In a word it is inappropriate.

When the firefighters and EMTs perform their heroic work, they don’t ask about party registration. To be used as a political football of sorts is to denigrate that heroic work. Ultimately Mr. Kampf is free to run his campaign as he sees fit. As citizens we have forums like this to hold candidates and office-holders accountable. All I would ask is that Mr. Kampf campaign on his own time, not during the time when the business of Tredyffrin Township is to be addressed. Further, I would ask that all candidates leave the fire service out of their political calculus. There are plenty of other matters ripe for politics. The fire service is not one of them.

Berwyn, Paoli and Radnor Volunteer Firefighters . . . Our Hometown Heroes!

Saturday morning, with frigid temperatures in the teens, a fire broke out at the Strafford Station Apartments, which is close to the Strafford train station. The initial 9-1-1 call came in to the Berwyn Fire Company at 9:25 AM. Berwyn’s Engine 2-3 raced to the fire, arriving at 9:31 AM, reporting that fire was coming from the 3rd floor. Also rushing to the initial first alarm call were firefighters from Paoli and Radnor fire companies. The Tredyffrin Police assisted with the evacuation of the first and second floors of the apartment building, as the blaze quickly went through the 40-unit building. A ‘working fire’ was dispatched at 9:28 AM . . . A second alarm was requested at 9:35 AM . . . and at 10:02 AM a third alarm was requested for the Strafford fire.

As dark billowing smoke shot into the morning air, residents had very little time to get out, grabbing what they could as they raced from their apartments. Thrust in to the cold, the residents were grateful for their lives but were left trying to cope with their sudden loss.

The landlord and the Red Cross of Southeastern Pennsylvania are coordinating help for the victims. The Red Cross assisted 60 people who were forced out of their homes by the fire. They distributed money and food to anyone who was in need, and their medical personnel refilled lifesaving prescriptions for several tenants on the scene. The landlord aided the displaced tenants with temporary relocation to local hotels.

By the time the third alarm was requested for the Strafford Station Apartment fire, Berwyn, Paoli and Radnor fire companies were joined by volunteers from an additional thirteen fire companies*. Fire company apparatus responded from Chester, Delaware and Montgomery counties. The fire extended into the roof and then traveled the roofline horizontally from one end of the building to another, gutting 24 apartment units in its wake.

At the height of the fire, over 100 volunteer fire/emergency service personnel were on the scene. The fire brought under control around 11 AM and the final fire units cleared the scene just after 3 PM. The Strafford Station Apartment fire is under investigation by the Chester County and Pennsylvania State Police Fire Marshals. Early comment is that the accidental fire may be the result of a second floor heating unit. Damage is estimated at $1.25 million.

It was a stroke of fortune that no one was killed or injured as a result of yesterday’s three-alarm fire. Please join me in saluting our local volunteer firefighters from Berwyn, Paoli and Radnor fire companies . . . thank you for your quick response and for protecting our residents.
